BCFD Memorial for Fallen Firefighters
On Tuesday, October 7, 2003 the Bossier City Fire Department paid tribute to its two firefighters who
died in the line of duty with a memorial ceremony at the Liberty Garden on the grounds of the Municipal
Complex. Firefighters Larry Baldwin and Royce Glen Vogel lost their lives in September of 1963 while
trying to rescue city workers who were overcome by gases inside a sewer lift station. Baldwin and Vogel
died after they too were overcome while heroically attempting to rescue the workers. The ceremony was
officiated by BCFD Chaplain Paul Navarra and featured a solo sung by Chief of EMS Sammy Halphen. The
BCFD Honor Guard also took part as surviving family members of the fallen firefighters joined a host
of firefighters and dignitaries in solemn remembrance. The ceremony took place during National Fire
Prevention Week.

Fire Station #4 Ribbon Cutting and Open House
The Bossier City Fire Department officially opened its new Station #4 on Thursday,
December 19, 2002 with a ribbon cutting and open house. The new fire station is
located at 1200 Shady Grove Drive and provides residents of south Bossier City with
a more centrally located fire station. The new station replaces the smaller and nearly
40-year old Station #4 on Parkway Drive. A host of dignitaries attended the ribbon
cutting and open house including Bossier City Fire Chief Donnie Faith, Mayor George
Dement, City Council members as well as several active duty and retired fire department
personnel. Retired Fire Chief F. Maxell Smith, who served as Bossier City’s first paid
fire chief for 42 years, was also in attendance. The new fire station was named in
honor of Chief Smith for his 50 plus years of fire service to the people of Bossier City.

October 2002 Community Disaster Drill
On September 25, 2002, the Bossier City Fire Department responded to a call
that a man was stranded in a motorized lift basket at the city water tower on
Airline Drive. The man was performing work on the water tower and became
stranded about 160 feet off the ground when the basket malfunctioned. Four
Bossier City firefighters certified in high angle rescue went to the top of
the water tower and one of them, firefighter Dwayne Elliot, repelled down to
the man, rigged him up in a harness and brought him down.
